英文中所謂「國家」，有好幾個不同的字：Country 偏重地理涵義，Nation 強調的是民族，而State指的是政權。Nationality相對於 Nation，指的是「哪裡人」的人；Citizenship相對於State，才是在「哪個政權」有投票權的人。
很久以前聽說這三個字有點差異, 但是搞不太清楚. 所以查了一下. 似乎是有點差異. 但是不太具體, 這種些微的差異可能對非以英文為母語的人來說可能很難掌握.

Nation
a large aggregate of people united by common descent, history, culture, or language, inhabiting a particular country or territory
Country
a nation with its own government, occupying a particular territory
State
a nation or territory considered as an organized political community under one government
